Some states such as California have passed laws in response to the Terrorism Prevention Act. One such law reads that to “help protect against identity theft, the law requires that only an authorized person (as defined by law) may receive a Certified Copy of a birth or death record.”
May 2006. The California Supreme Court denied billionaire investor Ronald W. Burkle's bid to keep his divorce records secret, an action that expands public access to California courts. The decision, in which the high court declined without comment to hear Burkle's appeal of a lower court ruling, was hailed as a 1st Amendment landmark by media lawyers and feminists.
